(1) A person who fulfills the following qualifications shall be eligible to obtain a driver's or co-driver's license in accordance with section 17:- (a) Passed at least diploma level in mechanical, electrical, electronics or automobile subjects from a recognized educational institution,
(b) Having received a train driver's or co-driver's training certificate from a recognized training institution,
(c) having completed the age of twenty-one years and not exceeding the age of forty years, and
(d) In the case of a train driver, he has worked as a train co-driver for at least three years.
(2) Notwithstanding anything contained in sub-section (1), the following persons shall not be entitled to obtain a train driver's or co-driver's licence:-
(a) unfit to run the train on account of physical or mental infirmity,
(b) The visual power of the eyes is weak and the visual power is not normal even when using glasses,
(c) Inability to hear simple sounds or sounds or to see and hear signals,
(d) Having color blindness in not being able to immediately distinguish colors like red, green, yellow,
(e) being blind, or (f) being weak in arms or legs and unable to work.
